So i guess the tip is just plain wrong. The stackoverflow stuff i find doesn't mention anything like it either, they all replace with a system property.
Small lol on the side: "I know it's not in production yet, but in Java 7" - hey, it's not like all old stuff gets forgotten!
Or... did you try to feed the Path constructor your "~/foo/bar"? Kinda sounds like it should work that way.
