Vatican City is a theocracy. So is Iran. But European states in the medieval and early modern period enforced religious rules under a monarch who was strongly expected to enforce religious law without being a religious leader. I would not call England under Henry VIII or France under Louis XIV a theocracy. Of course, they also weren't free societies.",
