They don't care if their soldiers are dying, besides there sre some thousands of them in Ukraine and some thousands have died already. They do care about the balance of power though. As for playing with fire, yes they do, but not completely carelessly. Many of us understand why russians tolerate so much. Russians have their plans and if they follow them they win, so they don't want to alter their plans because of what NATO does (Hitler got himself in that trap with the bombings of the German cities and send Luftwaffe west instead of east for example). So what happens if for example NATO bombs citizens in Belgorod? Russians tolerate it because they have to stick with their plan. The same with every decision. They see the outcome, if it is ok they act. If not they tolerate. It's a winning strategy but it has some cost (Iran does the same btw). So the west provokes with terrorism etc and escalates and waits for a mistake. That's the only thing they can do.
