Every citizen has proof of citizenship. It is either a birth certificate or some sort of gov. id.
Right after passing ID laws for voting there might be a short period of adjusting where a small minority of people who have the right to vote, will not be able to vote. This will quickly be sorted out by people who want to vote.
The integrity of the voting system is more important than the small minority who for a short period of time won't be able to vote
