in Amsterdam’s case I think a big factor has been the [2050 climate neutrality roadmap](https://carbonneutralcities.org/wp-content/uploads/2019/12/Amsterdam-Climate-Neutral-2050-Roadmap_12072019-1.pdf ), which is among the most ambitious around and has already slashed CO2 emissions back to the levels around 1990.

However both Amsterdam and Rotterdam [score low on the people pillar](https://images.connect.arcadis.com/Web/Arcadis/%7B8dc89ba8-072e-4571-b752-3228076e5b4c%7D_The-Arcadis-Sustainable-Cities-Index-2024.pdf ) (42th and 44th spot out of 100 cities). The Netherlands scores low in general on welfare state, income equality, support for families, house affordability, and when it comes to public transport the situation has been consistently getting worse since 2020 because the government has lost its interest in running railways, and has decided to let NS rot and passengers figure out alternative means of transportation.

However both make up with their ambitious plans for cutting emissions and also for figuring out the market incentives side. When weighted against the low scores on the people pillar, it indeed highlights the low ambition of the sustainability plans of other cities.
