IMHO you're paying for a snapshot, plus some term of support. Pay once, get updates forever for free is unreasonable (and one of several reasons the WordPress ecosystem is shit).
If you buy something and it runs on your Windows XP machine, and you're happy with that, you should be able to use it forever. If you want to run it on Windows 10, and it won't, then charging for an upgrade is fine, if you're not expected to pay for the support you didn't use in the middle.
