I agree it's more complicated. When they changed joinmastodon to promote instances automatically accepting new users, it led to an huge increase in new sign-ups too, so I think it can be improved.
I do also think that many servers is just inherently more complicated than one server in a way than can't be fixed. At least not without destroying one of the best things about mastodon.
