A rule I proposed with regard to medical records, decades ago, would work against that.
Rule: whenever your record (registration of car, here) is consulted, you receive a one line report, that it has happened and when, by whom, (the Chief Inspector for a camera I suspect), why, and on what justification or by what power. For more complex records, what was looked at.
Thus each quarter, or month, or week, or day you get something resembling a phone invoice, listing such things.
