I think most are conditioned to follow the heard. People will find those around them are using Bitcoin. One by one, the user base will grow. Eventually.... We will hit critical mass.
I also think a lot of people want to trust in the government because they want to believe there is a good side and reason to it all. What if their trust in government stays strong but their alignment shifts more toward a Bitcoin friendly government like El Salvador? We could see the "core problem" be an igniting force to adopt more users. Assuming those types of governments continue to prosper and provide a better life for its citizens.
