At the moment, yes, because they're running the only AppView and Relay. But that could change maybe a year from now, anyone can set up those, it's just not as easy. Once there are other AppViews and Relays, you will be able to post and communicate from those external PDSes and be seen by others, even if Bluesky decides to block you.
