Some thoughts on various moderation systems:
Authoritarian - central authority makes all of the decisions with no input from the community. good (mostly) for adherence to terms, bad for fairness and transparency. bad for scaling.
Peer-to-peer - users make all of the decisions with no input from any authority. good for user control, but not great for scaling as very few would be willing to spend the time to moderate effectively. unhelpful for new user experience.
Democratic - community makes all of the decisions by arriving at a consensus through voting. good for fairness and transparency, unproven for scaling or adherence to terms.
