Oh absolutely. Still the problem is also that A LOT of management absolutely expects uncompensated overtime from workers and will pressure junior folk into it. A bill like this would give those folk a reasonable out.
(I also fully expect a lot of workplaces to ignore this law and punish folk anyway because they hope those folk fear being "black-balled" for wanting a life beyond what the companies pay for.)
