well, if a personal cache stores a person's events plus mostly the ones that appear in their lists plus extraneous stuff from the replies that clients load, it's probably pretty much solving your first point there, this could literally be discerned by the relay owner npub and a reasonably current set of that npub's list events, so that does a lot to shard the data quite neatly

the only thing that is required for the last point is in-band prepayment for data access and automated remote signing for auth to do this
