So far we've tended to have unilaterally maintained lists, and a lot of the people stepping up for governance roles seem more interested in attention than in actually doing the hard work of governance. Those who are doing a good job often get little to no thanks for it, because when they're doing a good job we don't even notice they're there. How many instances do we never hear about because their admins take care of problems right away, or don't get many problems because they decided early on that open signups are a bad idea?
