What I did wrong was to go on a side quest to work out if I could get it to boot without asking for the passphrase to decrypt the disk.
By 2am I had this working, although I think I may have found a better way while browsing the web at 3am - I'll try that this evening.
Ultimately I should probably be pushing the key into TPM chip, but that is really heading off on a tangent.
