I got some of my undergrad free but by the time I was ready to start on my Master's the rules had changed to allow full fee Grad Certs (or maybe it was Grad Dips) and my old uni were insisting that I had to complete an expensive Grad Cert/Dip before being allowed into a HECS Master's program. I shopped around and got straight into a Master's on HECS. I had the advantage of being able to pay upfront and get a discount. I think that option has been taken away now (pretty sure my kids didn't have it).
