I've read it and I do not think that is the right way to go.
A zap should automatically be split with apiece to the app you are using, the relay you use (there are issues here of course with multiple relays) and the recipient. Sender should always pay as that person is sending the 'value'.
As with PC2.0 V4V, all of this is voluntary, as long as we have the mechanism in place, people will use it. V4V is NEVER compulsory.
