
The Justice of the Federal District gave the government of Luiz Inácio Lula da Silva (PT) 20 days to respond to an action that requests explanations of the expenses of the first lady Rosângela Lula da Silva, also known as Janja, on international trips. The original action had requested the suspension of any payment order, reimbursement, or daily allowance related to international trips of the first lady, as well as a detailed report of the expenses. However, the 9th Federal Civil Court of the Federal District rejected both requests, arguing that the party that moved the action against the government did not inform if it had previously requested the required information or if the Union had denied it. It is not possible for this Court to assess the veracity of the alleged right without formal contradiction, says the decision signed by Judge Leonardo Tavares Saraiva. The action was brought by Curitiba City Councilor Guilherme Kilter (Novo) and lawyer Jeffrey Chiquini Da Costa. Janja's trips and commitments have been the subject of controversy due to the lack of transparency regarding the amount spent on her participation, as she does not hold an official position in the government. In response, the AGU (Union Attorney General) established a rule that requires the first lady to provide an account of her expenses, but without creating a position for her to perform those functions. The opinion also establishes that the public agenda of the first lady and the costs of her team, as well as the expenses of Janja in institutional activities, must be published. These expenses will be listed on the Transparency Portal and will also be available through the Access to Information Law. As a result, the government has been publishing the official agenda of the president's spouse daily since April of this year. The last international trip taken by Janja was to Russia, followed by China, to accompany President Lula on state visits to the two countries. In the first case, Janja arrived days before the president, an episode that drew attention due to the nature of the first lady's commitments: visits to universities and a trip to the Bolshoi Theater. In the case of the trip to Beijing, a speech by the first lady at a dinner attended by Lula, Brazilian ministers, and Chinese leader Xi Jinping caused discomfort due to the critical tone towards TikTok, a Chinese platform.
