It's entirely related to trade balance not those countries actual tariffs. If the US has a trade surplus they charge 10%. If the US has a trade deficit they charge 0.5x the differential as a percentage of trade.

If the USA is self sufficient & reasonably competitive then this encourages Americans to buy from within the USA. Where this is not the case we end up with musical chairs and importers stop buying cheap shirts from Cambodia and purchase them from somewhere with a lower tariff until they readjust the tariffs in a year. In locales where there is effectively no other choice, e.g. semiconductors from Taiwan, Americans will just be slogged with higher prices.

This is not normally how you would implement tariffs and will be interesting to watch.
