Ofcom has said that if a blog allows comments, comments on comments are outside the scope of the OSA. And - slightly less clear - probably "off-topic" comments.
I don't really follow Ofcom's logic here - the interplay between s55 and Schedule 1 is cumbersome, to say the least - but we have it in writing.
I have updated the sample illegal content risk assessment for a blog or website (e.g. WordPress):
