It won't really happen for long for any company that has jobs that can work from home. Think about job pools alone. Limiting your pool will only put yourself at a disadvantage and will cost you even before the extra living and commuting costs. And I am not convinced people are less effective, it just exposed those that don't is far more likely from what I have seen.
