My theory: the world of law and deterrents is actually a real world of hazardous and psychologically destructive environments and that people are forever adapting to it and it's all sliding to a terrible end - this is also known as the Overton Window.

This environment is inhabited by the "criminals," and it's not positive for them, but it is also inhabited by the "good," people who work there all day at hurting people and restricting peoples' freedom and it's not good for them either, they are adapting to it continually also - this is known as the enshittening, when the non-criminals' behaviour also gets worse.

It is all evolution, but the institutions do not "hold," because the institutions are people who are adapting all the time to the hazardous environment that they go to work to create, and really, "hold," is not an applicable verb, because it is they who are changing from within, evolving, and not some external attack to "hold," against.
