My worry about regional water entities is that the outcome will be similar to District Health Boards, a postcode lottery in which some areas have much better services than others. What's ignored in all the ideological wailing and gnashing of teeth about "centralization" is that most of the money available to fund public services (including asset maintenance) goes through central government. Who pays the piper calls the tune, regardless of what local bureaucracies the cash funnels through.
