Yes, the technical aspects would be similar. But the culture of Mastodon is one of blocklists and mean-girl bullshit, which makes it possible for a developer to do this with little pushback. The culture of a "freedom" protocol like Nostr makes such an action likely to doom any frontend developer that decided they were going to decide what the users could see.
But most people fear freedom, so you have to choose between a wider audience or a smaller, but better one.
