I live in a part of Scotland which benefited hugely from the UK government implementing something like that policy in the 20s and 30s. People moved from the central belt cities to the Highlands to take up the many jobs based on using the renewable power that was developed locally. Quality social housing was built and depopulation reversed, for a while. The fruits have lasted over a hundred years - talk about a legacy!
