It was not so much a problem for people at home as it was a problem for the grocery stores. Due to transports and that the milk had to be sold before it got bad.
Still today with good refrigerators, unpasteurized milk will get sower faster than pasteurized.
SO it was never about safety for consumers it was always about profit for supermarkets.
