There's a whole discussion to be had there about how to best understand modesty.
I've come to find that modesty is best formulated as an outward expression of humility. However, that doesn't always mean "cover up all the skin." Dressing or acting differently from those around us always draws attention, so it's better for humility to try to blend in a little.
St. Francis de Sales says that we should be the best-dressed but least obtrusive person in the room, and I think about that almost daily.
