No NIP:
Relays can protect each other and users by gossiping about spammers: encrypted IP addresses and pubkeys used to spam.
Relay operators add each others relays' pubkeys to allow for this gossiping to take place.
When a relay jails a spammer, it sends an ephemeral event to clients, which should broadcast this event to its connected relays (perhaps with some throttling).
It can’t be gamed because relay pub key must be whitelisted by relay operators.
