I was attempting to login to the IRS website the other day for first time. They require picture of face and ID. In the privacy policy it states that the picture they take of you will be used as biometric ID and retained for future use. Also, they can give to other agencies as requested.
So, already harvesting facial biometrics from everyone for future use..
