So, United States Constitution, Article 2, Section 3: If one chamber of Congress disagrees with the other chamber of whether they should adjourn, POTUS can adjourn Congress for however long he wants.
The incoming president can use this to shut down Congress, and then seat his cabinet as he pleases. This will be wonderful news for the republican Senate, because then they can wring their hands about how "concerned" they are, while keeping said hands perfectly clean.
A win-win for republicans.
