I don't even feel like this is a budget problem. Companies spend tons of money on app development. The amount of people working on a single app can be extraordinary. The amount of money spent can be absolutely bananas.
But some companies have determined the only way to build an app is as boring as possible to be as "out of the way" as possible. And I think it's time to consider that maybe we don't need "out of the way" as much as we need "pleasant to use."
