Someone at Apple decided to map, in Photos, “Rotate Counterclockwise” to Command-R, and “Rotate Clockwise” to Command-Option-R, which is exactly opposite.
Luckily, someone else at Apple built a MacOS feature to let you remap keyboard shortcuts.
