those structures represent resources used by a specific group, spend on another specific group, for and only their own benefits. never be deceived by appearances, it's hard to do than it appears.
In short they pretended to serve "god" while in reality looting the people, to build the illusion of power, while transferring those resources to their acolytes perpetuating and reinforcing the scam.
