You are correct and they are wrong. Especially important element of effective "mainstreaming" very much is the supports a student will have from the IEP. My youngest had minimal support for his learning disability. He was in all general classes, one period a day in the Resource Room. He got extra time on an exam if needed and also for a long paper to write. He got this only if he needed it at the time and asked the teacher for it. He could also get some tutoring help if he asked.
