If you are referring to the hedging tools used by 10101 and ecash protocol, I agree, stability (high liquidity and low volatility asset) is the hardest thing to achieve in btc.
If you are just referring to the throughput of tx, I disagree. Visa like networks are not too useful if the assets are very volatile to use as unit of account.
