Netcat exists already. Just use that (or telnet).
If your legacy devices rely on SSH with deprecated ciphers, then you should be savvy enough to be able to use legacy versions of SSH (and as one colleague described such dangerous things: "keep this behind no fewer than three layers of firewalls, but absolutely air gapped is better.").
