Theory is mandatory reporting puts men of color at risk.
That’s rationale behind “sanctuary cities”. Latino men face being deported if convicted of DV; their families often depend on the man’s income; ergo, do not deport.
Also, there is the police record of killing black men.
No mandatory reporting seems to be just not “penalizing” men of color for brutalizing women of color, but there are real issues to be considered.
All that being said, I wouldn’t trust Weiner to write a lost dog law.
