I did use a center punch, but the drill moved sideways a bit anyway. Maybe I pushed unevenly. (My drilling machine is heavy and bulky.) A pilot hole might have helped?
I'm not sure what the appropriate amount of speed and vertical pressure is. The shavings/dust appeared very slowly. It took a long time and I felt that not much happened most of the time. Maybe the drill bit was dull too.
