Do you track the cookie?

Cookies that are tracked can be under GDPR scope.

Cookies that just define how the user sees the UI, no, those are not GDPR stuff.

GDPR governs registries, i.e. tracking, surveillance, that sort of thing.

It's not specific to cookies, nor does it affect all cookies as such. Just cookies that are/can be used to track or identify a person.

Adding this: There may be other laws in place that could require you to disclose that you are using cookies, but this doesn't have to be a huge intrusive thing. That's been around for longer than GDPR.
