I once spoke with a man who used to work for Mossad.
He told me how they got rid of people that were a problem.

They sneaked into their homes in the middle of the night and injected them with an overdose of drugs.

Their death was then written of as a self inflicted drug overdose.

So I fail to see how the absence of a death penalty would stop a corrupt regime from "getting rid of problems"
