The Houthis have done enough economic harm to Yemen that some businesses in Sanaa are closed during Ramadan and not able to pay their employees. This is thanks in part to extra shipping time and expenses due to the Houthis' attacks in the Red Sea.
These attacks aren't doing anything to Israel, but they are harming Yemenis.
