If you're going to discuss international law, do not proceed with definitions you made up yourself.

Proportionality does not mean the side with more money is always wrong and the side with less money is always right, or that you are allowed to kill up to some made up ratio for every person killed by the enemy. It's nothing like that.

Proportionality is an assessment of whether the risks are outweighed by the potential accomplishment of legitimate and clearly defined war objectives.

Going with your understanding of the term simply makes a hash of things and legitimizes all terrorism.

Good and evil are not static categories and everyone belongs to one or the other, no -- every person has the potential for good and evil choices at all times. That is what it means to have agency and to be a human with free will.
