NASA's missions typically are centered around gathering more specific research data instead of just taking pretty pictures. They weren't spending billions of dollars to just take pretty pictures of the moon, which is close enough that you can get pretty pictures of without going into space.

NASA isn't efficient with the money they spend, and has organizational issues, but that doesn't mean that all the money they are currently spending is JUST being thrown down the drain. Nor does it mean that everything spend on NASA in all of its history was just wasted.
