Quite how the ICO is going to approach the issue of vulnerability, in particular financial exclusion, I am not sure.
It has made a nod in this direction based on the site's market power - recognising that the choice may not be free in that situation - but I suspect it needs to consider this in more detail.
And, once again, I find myself wondering if UBI is not at least a partial answer here.
