If it has to be a PC, used one from Craigslist/eBay would probably be your best bet. NVIDIA >= 3060TI or AMD >= 6700 GPU. Intel 12th gen (not 13/14th) or AMD >= 5000 series CPU. Both are overkill for what you need but probably best bang/$ right now.
