I doubt they created it, but I wouldn't be surprised if they control Satoshi's keys.
But it doesn't matter. Bitcoin is only useful for net producers. Net consumers, like the CIA, are punished by bitcoin. If they have it, then to use it they have to spend it, then they don't have any bitcoin anymore.
All good, bitcoin working as intended. It doesn't matter who built it or who has the keys to any of the addresses in the long run.
