To give some background as to why I'm thinking about this now: last night a guy named cody was doing sats giveaways to strangers. A spammer was filling his threads with profanities. The web-of-trust spam fighting technique that i was betting on would not work here, as he was tipping strangers.
The only way i can think of fighting this kind of spam client side is to make it easy to switch to a paid relay pool set (jumping out of the storm and into a cozier inside)
This is just one technique for this type of spam, web-of-trust would work fine on public relays, since you can just query stuff from your friends and noone else.
