The issue with distributed content classification is that it separates the classifier from the author misaligning incentives. Either the receiver or an intermediary has to pay for the cost of classification & policy enforcement.
Authors can spew stuff while the classifier & receiver try to keep up. Content classification is compute intensive. Thus *expensive*.
