To be honest, two neighbors are a young Chinese couple, and I have no idea if they're from mainland or Taiwan (or Hong Kong). I'm tempted to say Taiwan because they're not loud and dress not very differently from Japanese people, but they've also been here for many years. Their families came to visit before and they behaved in ways that makes me think "not mainland" but I can't be sure.
