We need a government tax on electricity... based on its carbon generation. The more CO2 polluting the source, the higher the tax, and thus the higher the price.
No, I'm not the first to suggest it. No, it wouldn't get through our bought-and-paid-for Congress. But that would be the capitalist, market-based solution.
Force externalities into internalities, and the market will adapt accordingly.
